In all the circumstances,

assuming that the allowance proposed for

inclusion in the salaries in respect of rent bears

a reasonable relation to the general economic

it

level of rents in Hong Kong, seems to me that

adjustments in individual cases are both unnecessary

and undesirable, and I would suggest to the

Governor that they should not be contemplated.

Reply with a suitable

expression of appreciation observing as at X and Y;

See below

otherwise approving the Governor's proposals;

and say that the Secretary of State assumes that it will

be in accordance with the Governor's intention

that those proposals should be applied in the case

of new entrants immediately; and note that the

Governor proposes to furnish recommendations regarding

the salaries of posts which are not covered by his

present despatch.
